The issue of means-testing is discussed in Chapter 12 of The New Politics of Old Age Policy. Typically, means-testing programs are intended for the poor. Eligibility is based on a household’s income. However, the authors point out that there can be different meanings to the term means-testing and explain that there is difference between means-testing revenue and means-testing benefits.
